Cultural, competency, diversity, and inclusion plan (ccdi)

CCDI Statement

Care Affiliates Behavioral Health Services LLC (CABHS) is committed to promoting and sustaining a culturally competent, diverse, equitable, and inclusive environment across all aspects of service delivery and organizational operations. CABHS recognizes and values the unique cultural backgrounds, identities, lived experiences, and strengths of the residents served, their families, personnel, and community partners. CABHS ensures that services are delivered with dignity, respect, fairness, and cultural responsiveness, free from discrimination, bias, or exclusion. 


CABHS strives to ensure the people we serve have access to services provided by culturally competent agency leadership and direct care staff with whom they communicate. CABHS recognizes, respects and responds to the unique, culturally defined needs of the population served in our geographic areas.


Care affiliates Behavioral Health services shall:

 

  • Ensure all residents and persons served receive equitable, respectful, trauma-informed, and culturally responsive care tailored to individual needs. 
  • Equip personnel with the knowledge, skills, and resources necessary to deliver culturally competent and inclusive services. 
  • Foster and retain a diverse workforce reflective of the communities served. 
  • Promote cultural humility, accessibility, and fairness in all stakeholder engagement. 
  • Embed cultural competency, diversity, equity, and inclusion into CABHS governance, operations, quality improvement, and strategic planning. 

Scope of Cultural Competency 

CABHS addresses cultural competency across the following domains: 

Culture 

  • Care planning incorporates cultural values, family traditions, customs, and preferences when clinically appropriate. 
  • Meals, activities, and programming reflect cultural diversity. 
  • Staff demonstrate respect for cultural norms related to communication, family roles, and decision-making. 

Age & Development 

  • Services are developmentally appropriate and responsive to age-specific needs. 
  • Youth programming supports cognitive, emotional, social, and educational development. 

Gender Identity & Expression 

  • CABHS respects and affirms each resident’s self-identified gender and expression. 
  • Inclusive practices include use of preferred names/pronouns, affirming language, and appropriate accommodations for housing, clothing, and personal care. 

Sexual Orientation 

  • CABHS maintains an affirming, nonjudgmental environment for persons served, residents and staff of all sexual orientations. 
  • Discriminatory language, behaviors, or practices are prohibited. 

Spiritual & Religious Beliefs 

  • Residents’ spiritual beliefs and practices are respected. 
  • Reasonable accommodations for spiritual practice are supported when requested and when consistent with safety and program structure. 

Socioeconomic Status 

  • Services are provided equitably regardless of income, resources, or family circumstances. 
  • Material needs (clothing, hygiene, school supplies, transportation support) are addressed upon admission assistance is provided via CABHS and community resources. 

Language & Communication 

  • CABHS provides information in preferred languages whenever feasible. 
  • Qualified interpreters or translation services are used when  
    +needed. 
  • Staff adapts communication styles to support comprehension and engagement.+ 

Race, Ethnicity, & Equity 

  • CABHS promotes anti-racist practices and equitable treatment. 
  • Staff receive annual training on implicit bias, equity, and culturally responsive engagement. 
  • Disciplinary actions, service access, and opportunities are monitored for fairness and consistency. 

Additional Considerations 

  • CABHS accounts for system involvement (foster care, juvenile justice), disabilities, learning needs, immigration considerations, and trauma history. 
  • Reasonable accommodations are implemented to ensure full participation in services.


Implementation Strategies 


Training & Education 

  • Mandatory CCDI training for all staff at orientation and annually. 
  • Training topics include cultural humility, trauma-informed care, inclusive language, LGBTQ+ affirming practices, and working with diverse populations. 
  • Competency-based evaluations document understanding and application. 

Inclusive Hiring & Workforce Practices 

  • Recruitment efforts target diverse candidate pools reflective of the community served. 
  • Hiring decisions are based on qualifications, competence, and values alignment. 
  • Interviewers receive training on bias awareness and equitable selection practices. 

Resident & Family Engagement 

  • Residents and families are encouraged to provide input into care planning and programming. 
  • Feedback mechanisms include satisfaction surveys, community meetings, and informal check-ins. 
  • Cultural preferences are documented and respected. 

Policy & Practice Review 

  • Policies and procedures are reviewed at least annually for bias or inequitable impact. 
  • Resident satisfaction tools include questions related to respect, inclusion, and cultural responsiveness. 

Organizational Culture 

  • CABHS promotes a culture of respect, belonging, and accountability. 
  • Leadership models inclusive behavior and addresses concerns promptly and fairly. 
  • Retaliation for reporting discrimination or bias is prohibited.
